The Australasian Council of Auditors-General (ACAG) (Australia, Fiji, New Zealand, and Papua New Guineau) / The Pacific Association of Supreme Audit Insitutions (PASAI)

The purpose of the PASAI regional working group on environmental auditing (RWGEA) is to encourage and build capacity within PASAI for environmental audits.
The RWGEA was formed in 2001 with the support and encouragement of the INTOSAI Working Group on Environmental Auditing (the WGEA), and after a favourable survey of interest in forming such a group within the PASAI region.

The Auditor-General of the SAI of New Zealand is the Chair of the RWGEA. As chair of the RWGEA, the SAI of New Zealand is a member of the WGEA steering committee, along with regional co-ordinators from the other regions. The SAI of New Zealand leads and co-ordinates RWGEA activities in PASAI.

The RWGEA meets every two years. The RWGEA has met six times since it was formed. All meetings have been hosted by Australian audit offices. The emphasis of the first three meetings was on building capacity through training and workshops. More recent meetings have considered environmental issues such as biodiversity, climate change, and fresh water. These meetings have also considered how to encourage and support co-operative environmental audits, including those conducted within PASAI on the topics of solid waste and improving access to safe drinking water. 

The meetings are a mixture of presentations from SAIs on their environmental auditing activities, expert speakers, and workshop discussions.

The first meeting of the African Organization of Supreme Audit Institutions (AFROSAI) Regional Working Group on Environmental Auditing (RWGEA) was held in November 2000. AFROSAI is currently working with the AFROSAI-E (‘E’ for English-speaking African countries) Technical Workgroup on Environmental Auditing to establish a national policy identifying environmental management policies, mandate, and approach, and to carry out environmental auditing pilot studies.

The regional sub-committee for the ARABOSAI Environmental Auditing Affairs comprises eight countries: Algeria, Egypt, Jordan, Kuwait, Libya, Morocco, Qatar, Saudi Arabia, and Tunisia. The SAI of Kuwait is the sub-committee chairperson.

At its twenty-seventh meeting, the ARABOSAI Governing Board approved the environmental sub-committee’s activity plan. The primary elements of this plan are as follows:

  • to determine the objectives of the sub-committee’s activity plan, design a work strategy, and adopt a detailed plan for achieving these objectives;
  • to prepare a draft questionnaire to be sent to all sub-committee members and, via the ARABOSAI General Secretariat, to all member countries for consideration and comment; and
  • to charge the SAI of Egypt with contacting audit institutions and organizations, as well as regional and international authorities to provide it with all documents pertaining to environmental affairs. This is a preliminary step towards establishing a useful information base for undertaking regional committee activities.

The Asian Organization of Supreme Audit Institutions (ASOSAI) Regional Working Group on Environmental Auditing (RWGEA) was formally established at the 8th Assembly of ASOSAI in Chiang Mai, Thailand in October 2000. Mr. Li Jinhua of the Chinese Supreme Audit Institution (SAI) was elected the Chair. The Secretariat of ASOSAI’s RWGEA was founded within the National Audit Office of the People’s Republic of China. The membership of the ASOSAI consists of Charter Members, Members, and Associate Members. ASOSAI has grown from the original 11 SAIs, to a membership of some 45 SAIs.

The Web site of ASOSAI’s RWGEA helps people to get acquainted with environmental protection and environmental auditing and serves as a window and forum for exchanging information and updating viewpoints. The site provides information about news on environmental auditing and environment protection, development on environmental auditing theory, auditing practices in ASOSAI member countries, and points of view from member SAIs.

EUROSAI Working Group on Environmental Auditing homepage

The EUROSAI Working Group on Environmental Auditing (EUROSAI WGEA) was formally established by a resolution of the 4th EUROSAI Congress held in Paris in 1999. Previously this Group had functioned as the International Organisation of Supreme Audit Institutions (INTOSAI's) Regional European Working Group on Environmental Auditing, established in 1998 during the 16th INTOSAI Congress in Montevideo as a result of the "regionalisation" of the INTOSAI Working Group on Environmental Auditing.

EUROSAI WGEA acknowledges and supports achieving the goals of INTOSAI Working Group on Environmental Auditing. EUROSAI WGEA and its members share a commitment to use the power of public sector audits to leave a positive legacy for future generations by improving the management of natural resources and the environment, and the health and prosperity of the people of Europe.

Through its activities, the EUROSAI WGEA aims to promote a spirit of cooperation based on integrity, open communication and professional excellence. This is achieved by pursuing the main strategic goals:

INTOSAI’s Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) has a Regional Working Group on Environmental Auditing (RWGEA) known as the Environmental Special Technical Committee, which was created in November 1998 during the 8th General Assembly of the OLACEFS. The Committee first met in May 1999 and the Brazilian Court of Audit coordinated the Committee since November 2000. As of April 2009 the Chair of the Committee was the Office of the Auditor General of Argentina.  For the period 2015-2017, the Paraguayan SAI (Contraloría General de la República de Paraguay) assumed the Presidency Environmental Special Technical Committee of OLACEFS (Comisión de Medio Ambiente - COMTEMA). Since January 2018, SAI Brazil (Tribunal de Contas da União) is the chair of the Committee. The Committee’s main mission is to develop studies and documents that support the work of SAIs in the area of environmental management. The Committee also intends to offer long-distance training on environmental auditing.
